You can buy pieces of the Set from Tel Var Vendors around the Imperial City. To gain access to the zone you must own the Imperial City DLC.
The Set’s bonuses boost your Maximum Health, Maximum Stamina and Maximum Magicka. Its fifth piece bonus adds 176 Weapon Damage and Spell Damage. It also increases the Magicka and Stamina restored from the Constitution passive ability by 60%.
This set could be used as a selfish Tank Set in PVE but it will be more useful in a Tanky PVP Build. To take advantage of its secondary special effect you will have to wear it on the body or in combination with another Heavy Armor Set.
