This set is available in Cyrodiil, you can buy its pieces from the Home Town Elite Gear Vendor. The set is available with the base game.
The Set’s bonuses boost your Maximum Health, Healing Taken and Armor. With its fifth piece bonus while in combat, you apply Minor Defile to any enemy that comes within 5 meters of you for 2 seconds, reducing their healing received and Health Recovery by 8%.
Its 2 to 4 piece bonuses could be of great help to any Tank PVE Build but its fifth piece bonus suits more Stamina DPS PVP Builds. Can be a decent group support set for Tanky PVP Builds thanks to its Minor Defile debuff. You could apply the debuff to every enemy nearby and help your group to kill them faster.
For solo PVP other Sets might be a better option though.
