The set is available with the base game and in all three alliances’ style, Aldmeri Dominion, Daggerfall Covenant, Ebonheart Pact.
The Set’s bonuses boost your Weapon and Spell Damage and Maximum Magicka. With its fifth piece bonus while you are casting or channeling an ability, your damage taken is reduced. When you are interrupted, your next Magicka Ability will cost no Magicka.
A Magicka DPS Armor Set suited best for builds with channeling abilities. Its 2 to 4 piece bonuses can be useful to every Magicka based Build. Its fifth piece bonus will benefit classes and Builds that use channeled abilities more.
The secondary effect is not very reliable, since it requires enemies to interrupt you to trigger it. The set can be decent for PVE or PVP gameplay and is available with the base game.
