2 items: Casting Weakness to Elements on a target within 15 meters of you causes a surge of elemental energy to tether between you for 10 seconds. While the tether persists, enemies touching the tether take 331 Flame, Shock, or Frost Damage every 1 second, which increases by 1% each time it deals damage, up to 20%. This effect can occur once every 10 seconds, and scales off the higher of your Weapon or Spell Damage.

Perfected Wrath of Elements Set Description

Wrath of Elements is a special Ability Altering Set, obtainable from the Vateshran Hollows Arena. The Set belongs to a special category of Sets called Vateshran Weapons, that represent a category of in-game weapons each. This is basically The Vateshran’s Destruction Staff, available as a random drop from defeating the last boss of the Vateshran Hollows Arena in veteran difficulty. The Staff is available in all three forms. Flame Staff, Lightning Staff and Frost Staff.

With this set when casting Weakness to Elements on a target nearby causes a surge of elemental energy to tether between you. While the tether persists, enemies touching the tether take Flame, Shock, or Frost Damage, which increases by a % each time it deals damage. This effect scales off the higher of your Weapon or Spell Damage. The set requires the use of the Destruction Staff Ability, Weakness to Elements or one of its morphs to work. A good option for Magicka DPS builds that can assist in Solo gameplay with its extra damage. The Set has a normal and a Perfected version that adds Offensive Penetration.
